What is the strongest Persona fusion Persona 5 Royal? ›

How to create the best Personas through Fusing in Persona 5 Royal. Excluding Personas obtained through DLC, Satanael is the strongest Persona in the game, boasting the highest raw stats and resistances across the board. Unfortunately, it can only be unlocked during New Game+.

We need to address levels before you can start fusing, though. You have to be at the resulting Persona's level for the fusion to work. So, in the case of Clotho, you need to be at least level 26, despite the fact that the result comes from a level 6 and level 2 Persona.

Fusion techniques can be unlocked over time from Igor as well as from ranking up the Strength arcana, so be sure to check out our guide on it. Take two Persona and create another. During a fusion alarm, if the protagonist does two executions in a row using the same device (Guillotine, Electric Chair, or Gallows), a fusion accident will always occur. An accident during the fusion of Personas will result in a random Persona with often extraneous or specific set of skills.

So, should you fuse your personas in Persona? The consensus seems to be that while it is not absolutely mandatory, it is highly recommended if you want to optimize your team's performance. Fusing personas allows you to create stronger allies with enhanced stats and access to more powerful abilities.

If you are exceeding the approximated level ranges when fusing two personas together (i.e., one is a higher level than what the fusion calculator is proposing for fusion material) then you will no longer be able to fuse for the desired persona.

Fusing two of the same Arcana will result in a Persona of the same Arcana, however if there is no exact level match you go down instead of up. If that Persona is the same as one of the two used in fusion, the result will instead be the next Persona down in that Arcana.

FuseArsene and Pixie to create Agathion. Don't worry, you can always get Arsene back if you really want to by going to your Registry and purchasing him. This interaction will also result in you ranking up to Rank 2 with the Fool Arcana.

On that note, Arsene is just one of the "components" used for fusion, there's zero reason to keep him in your inventory unless you really like him. Arsene's ultimate form is Satanael, which is story-related and thus you can only fuse him in NG+.

Igor will allow you the option to Fuse Personas in The Velvet Room. Present him with either two or three cards to fuse to create one new Persona. At a certain point within the narrative, Igor will allow you to fuse four, five, or six Personas into one, called Cross-, Pentagonal-, and Hexagonal-fusion, respectively.

Your level has to be equal to or higher than the persona's base level in order to create it through fusion.

1 Satanael

Satanael has no weaknesses and resists a whopping ten kinds of damage. In Persona 5 Royal, he's an even greater force to be reckoned with; Tyrant's Mind strengthens attacks by 25 percent, and the Pagan Allure trait strengthens magic-based attacks by 50 percent.

In royal, you can deal around 1 milion damage. The best persona to achieve this is magatsu izanagi. With max baton pass and technical damage and all buff/debuff, hit an enemy on rage status and you are done.

There are several versions of Izanagi available in Persona 5 Royal, the most powerful being Izanagi-no-Okami.

1 Hassou Tobi

If the gamer is a dedicated fan of the franchise, they should be well aware of the most powerful Physical Skill in the game, which is Hassou Tobi. Yes, the player will need to do a lot of leveling up and social link-raising to get this bad boy, but it's well worth it.
